Build a First Nations-led technical and governance consortium; compare transportation alternatives; select a pilot study area only with appropriate direction.
Complete route mapping, field reconnaissance, vehicle selection, ETACITE testing, regulatory scoping, cost modelling and environmental baseline work.
Conduct component tests, closed-course trials and limited seasonal demonstrations with independent safety oversight.
Develop a small operational pilot with training, maintenance, digital dispatch, emergency plans, monitoring and transparent evaluation.
Expand to additional links where communities support the model and the pilot demonstrates safety, value and environmental acceptability.
